Such forums are created when there is a sufficient amount of people who speak a certain non-English language lobbying for the creation of a dedicated subforum. There is no "magic" number that will trigger the creation of the subforum, although if there are several dozen active members sharing said language and requesting their own forum, odds are, they'll get it eventually.
It's a matter of whether the demand is high enough to make the producer (site) supply the service (subforum) or not, if there are too few, then there is no need to make a forum for half a dozen people to hang out once a month. Do not confuse this with "racism".
More on topic, since there happens to be only a few declared, active Arab speakers, then I see no reason for an Arab subforum.

The new subforum would be also for stimulate newcommers, is not only for the current "arabic-users". I have never posted in the Spanish forum, and maybe will never post there, but, by the same way, others post only in the Spanish forum. More than 1 user of that subforum wouldnt even open JSP without a Spanish subforum.
Btw, we dont know how many of them there are with mathematical precision, some ppl dont even say if they are male / famele when they make / change their profile.

2 I think is not "really needed", but the other subforums are full of spam, they arent "really needed" either. Is just for improve this site and make it more enjoyble for a part of its members.
