It won't make any difference, if I won't go and read site rules I'm definitely not going to read through pm for the same thing.

I voted this on the last person who suggested this, and definitely again.

The new user guide is really all they'll need (the link to rules is in it, but it never hurts to have it multiple times), but a welcome PM will definitely also help prevent the same question from being posted multiple times in GH.

E: Maybe on top of a PM, it should auto-redirect to a specific page (the rules, or the new user guide) their first (or first x) visit(s).

almost every other forum I am a member of has some sort of welcome message PM. with various links to code of conduct and introduce yourself etc type threads.
