Not sure if Nick posted this already or not, but couldn't you just have access to the bank as another check column on the edit guild ranks list? (Where you can decide who can add/remove/change ranks etc). So the owner automatically has access to it, and then decides who they want to have access to it, if anyone?
I personally would really like this idea (as a guild owner) because I am keeping donations for the guild separate from my own fg (I'm not spending guild donations on my own stuff). This would make it unbelievably easier to do. I'm not sure how to set security on it or w/e, but couldn't the guild bank act as it's own entity within each guild, complete with a gold log of its own? Let me explain.
On each guild page on the left side there would be a new link called "guild bank". When you click on this link you are taken to another page, what you see on that page will depend on whether or not you have access to the bank funds (determined in the same way that you select on the edit guild ranks screen which ranks will be able to add/remove/change ranks of guild members).
If you have access
If you have access to the banks funds (the owner along with whomever he designates, if anyone), you would see a nice picture of the bank with three options underneath.
Donate - if you click this your forum gold transfer window pops up (just like when sending fg for a trade) and you decide how much fg to send to the guild, put a reason in the comment line if desired, and input your password.
Balance - if you click this it opens the gold logs for the bank, showing all of the transactions for the current month (and previous months via a dropdown box, exactly like each individuals gold logs)
Withdrawl - if you click this a window pops up very similar to the forum gold transfer window, except instead of a line for your password, it will have a line for the acct name of the user who will be receiving the fg.
For withdrawls it will also show in the gold log who authorized the transfer (the user's acct). This should be able to work the same way as the guild charter showing which user updated it last.

I really think this is a great idea on Nick's part, and I know I would use it.
Having the bank's "gold logs" accessable by public would make sure the guild leaders weren't just using the fg for their own purposes or w/e, or if they were then the members would know to stop donating.
I give 2 thumbs way up to this idea, and I really hope it'll be implemented as soon as possible.

I can see how people would say that there would be stealing. The situation I see this arising in would be when a guild changes hands (sold/bought). I'd imagine the guild leader would empty out the guild bank and take all the fg for themselves prior to switching control over. I'm not sure what to do about this. I guess if you trusted your guild leader with the fg (by donating it to the guild) you're trusting them not to steal it when they leave. Other than that I don't really see any objections someone could have to this. It's a great idea IMHO.
