No. The owner should have a say in rank changes. Giving someone the option is not an idealistic choice. the owner should have the say and deal with the changes.

I voted no cause that will let everyone in that rank change every in that rank and if its just for 1 person make him an admin and he can change it on his own then but its not a good idea

not for the ones where 2x people have the same rank...i mean the people who purchased their own rank can change it
