I think its redundant with already existing multiple paths to the forum rules. Also no one is going to feel special with an automated message greeting them. I choose not to do it on my forum for that reason.

None that are clear when you first join (Or they do not notice the big button at the top).
Not really about making some one feel "special"-Just something so they know how things work. How you do something on yours is your own business ^^

It's not a bad idea in itself, but I don't think it will be effective. When I get such an automatic message, I always delete it without reading it, and I'm pretty sure that 99% of people do this.

It wouldn't hurt, but I just looked around and it wasn't a problem for me to find the rules.

Did you know that 100% of statistics are wrong? :D Again, that's up to the user if they read or not. But it was offered.
