It's a public gallery. When you block someone you are only blocking them from ur inbox nothing else. You can't block them from public things (posting in topics, commenting photos, joining public events, etc.) They give u the option to remove a comment and or to make comments not allowed in the photo gallery for such reasons like this. If a user keeps commenting in ur pictures there really isn't anything wrong with it even if they are blocked since it's a public photo for all to see, vote, comment, etc.

Just remove the comment via the X button or just ignore the comment. You can only post 1 time on a picture anyway and u can't edit the comment so they can just post whatever, then just simply remove it. So there really is no harm the way it is now. You blocked them from contacting you, so just ignore them and they will quit being annoying towars you. Nice idea sure, but it won't be added in for the reasons I gave most likely.
