This suggestion is more geared toward new users, but could also be used for users who have lost certain rights.
I think making the picture and youtube click-able links unavailable for users under 15 posts would be a good idea. (In posts, sigs, ect.)
This could also be used on members who have lost rights due to warn, ect.
Would avoid a lot of confusion.

If possible they could be greyed out, maybe even a tool tip explaining why, if this is possible.
