I only see a problem if JSP users were to reference crimes they have committed, witnessed, or planning. People on JSP have done things like that and the site has takin action reporting them to proper authorities.

exactly what is the problem reporting someone who is openly telling everyone in a forum that they have, or are about to commit a crime. what you are saying is a problem seems good to me.

Doesnt seem like a good idea for the site owner, to much risk. He could be subjected to legal actions such as a supoena, or even legal action against the site.

I'm not sure about legal action against the site. or supoena because it is an open public forum, one could come on here and get whatever they may need. also lets not forget disclaimers that before posting are suppost to be read ( such as the site rules) these would prevent legal action taken against the site. which I don't believe is even possible. please give a specific example of what kind of action could be taken and under what circumstances.
