Agree with #1 but #2 is basically adding to the tracker anyone ( you track it as its your favorite OR want to get update on the topic / subforum )
as for #1 I think sorting ability would be better then just ranking system ( be able to sort the tracked items based of the columns in the grid ).

Yes for both suggestions - Quality of life improvements like this add up and makes the tracking process easier to use!
