If one chooses to get Verified your account has to match the PayPal Account that is on Record, but this is not a continuous month to month requirement.
Additionally the sites primary payment option is PayPal. PayPal does not share CC information to the recipient of the purchase. PayPal also has an option that allows you to pay as a Guest.
While account security may be of concern and alarming to think of in a illegal way with a Member that has Verified themselves I do not believe this suggestion here would really present any more risk that cannot already be extensively mitigated and maintained.
This site suggestion is more or less an option for those who have spent some time and money while enjoying the perks of being a Verified Member here and may be ready or interested to spend some time of the year with Customer or Verification Perks by use of Forum Gold.
I think it is a reasonable site suggestion and can be good for everyone here.
