New users should read the entirety of site rules from top to bottom. The bulletpoints/rules are already welll categorized and written out for easy understanding.
After you are familiar with the rules, you should be able to revisit details with ease by using "CTRL+F" function.
In my opinion spending resources on this feature isn't justified.

I feel like if this was in to be implemented it would need to be implemented across other sections of the site. In the long run it could make general help an inactive area of the site. Still voting no here. Sorry.
