If it's not a serious suggestion, then it's a spam topic which you can report (and move on). The staff will deal with it appropriately (which is not always in 100% agreement with the way you'd handle it).
You're correct, I haven't been active for years, but – to be honest – couldn't spot an obvious spam topic among the recent suggestions that I briefly read. Stupid ones, from my and possibly point of view, but technically valid suggestions.
And personally I'd rather have an open atmosphere with an engaging community, even if that means 100 suggestions that never will get implemented but encouraging the one shy person with a great idea to post theirs as well.
