How about
Scammers should lose their fg access and the scammed amount should be given back to the victim instead victim in reality losing fg to noone else but forum admins themselves

How about you let the forum staff handle the scammers.
What everyone else should do is to avoid being stupid and getting scammed.

Users don't have access to all the information, therefore any vote from users would be pointless and would likely do more harm than good.

This will never happen.
