Voted yes, because those who voted no simply don't understand how frequent these competitions/races appear in PoE.
You simply need to leave one subforum open labeled for competitions, and whenever a competition appears, that subforum will burst in activity.
Judging by the activity of the 2 week race from that screenshot, it would be much more active than many of those other game subforums.
You don't need to create and remove the subforum every time there is a race, that would just be silly.
While I am not a die hard PoE player, I can see the use of such forum.

Instead of adding a whole new sub-forum, why not just use a single topic in the existing POE forums?
Voting no because of the same reason as Harv.
Having one major thread is nice to chat with players in the same game. Assuming everyone thinks of it as a good idea.
It however may be difficult for dozens of people to attempt to trade in a single thread.
The lovely thing about making more threads is you get a title for your specific topic, rather than hundreds of pages to skim through hoping someone posted what you were looking for.
By your logic, why doesn't every game use a single topic rather than a whole subforum?
Go ahead and attempt to make a major thread for everyone to trade in during a d2 reset to put your theory to the test.

Don't see the need for a sub-forum for races, nor for beta content, too.
I made over 60k fg on PoE's 1st week of beta release, because the PoE forum was alive before beta even came out.
Races yield limited rewards, thus people are willing to pay and trade to get closer to said rewards, as evident in the screenshot above.
