I don't think it's a huge deal but it wouldn't harm.

Saying it can be abused, using the forum report tool can be abused even harder seeing a user usually has multiple topics.

profile reports are typically minor and a system to manage the reports is over complicated. the existing pm method is sufficient.

also, don't worry about cluttering the m++'s pm box, they love pm's.
