Can become a problem when the gift drops comes back into the store. (If it ever will, regardless - some players still have these in their inventory)
If these are tradable they would be fully legal to trade in the forum as well. - It would work the same way as the Counter-Strike Case Keys.
(Gift drops packages existed for a period of time back where you could purchase a gift package that you used in-game to grant players item drops).

Either way, this isn't a problem if users read the trade rules.

Edit: I also don't see that this is being a very serious problem.
I can only see 2 in the top 200.

And I'm not quite sure I understand what you mean... These gifts are already tradable, and there are lots of them out there right now (will most likely always be that way)

I was also rather sure that any game-trading at all outside DF, was illegal? Isn't that why those topics got closed?

This suggestion is only to prevent confusion, because as of right now, trading these gifts in the CS:GO forum is illegal, no?

Yes, trading Counter-Strike Gift is illegal.
Trading Gift drop packages is not.
That is what I mean.

Our trade rules are clear and people who are attempting to sell the CS:GO gift/Cd-key obviously haven't read them

Well, I don't think people are gonna mix them up, considering that it would make no sense what so ever to forbid the gift drop packages
