Anyone can put up a scammer accusation against anyone.  You might put one up because you didn't like someone. How fair is that?  So now you will never trade with them because someone lied about an SA?            I don't recommend doing this because action can and may be taken against your account for falsely accusing users.

Innocent until proven guilty.  Although, now a days, it doesn't seem to be the case.    If they have a locked tag, that's your hint to not trade with them.  The best advice I can give you is to use a mediator.

This was actually part of the reason while i thought of the idea. There are so many s/a threads out there that its impossible to know which are legitimate scams and which are purely an attempt at revenge, so I thought a compiled list of the threads that actually received the "Tag Requested" closing would be a nice source. But I understand the idea that if they do the time and penance that they should be returned to their normal state as well.

What's the point?  If the thread says tag requested, you can see in their profile that they are locked.  There is no need for this.
