Perhaps I should have clarified that it shouldn't be just one report - it should be a minimum of 2-3 reports on any suspected account. It's just annoying when I see so many people getting scammed by others already known for scamming.

You could also put it this way. Well put it like you say.
2-3 friends decide they don't like XXXX they make a false accusation against him.
There are been 2-3 threads so we auto suspend him pending further enquiries.
He is suspended unable to trade, unable to do anything for 2 days.
The accusations are then proved false.
he comes back after 2 days and is upset he has lost out on a xxx item he's been bidding on for days?
Where is the fairness in that?
