But I'd rather have everything set BEFORE the subforum exists. Opening a subforum with ''matter of future discussions'' is just jumping blindly in an adventure. There are around 2200 guild leaders at the moment, and if you cut the ones that are AFK/private guilds/selling/etc, you may have an active 100-150 Guild Leaders (that are MAYBE going to be active). I don't see this number high enough to be worth opening a subforum.
Also, do you have some ideas of what WILL be discussed, and not just maybe's?

Well, your guess for how many guild owners will participate isn't based on any solid data I can see. From my point of view you're being pessimistic (under 10% participation?). In my view, many failed/afk/selling owners will be granted a new opportunity to succeed with access to the active/more successful ones at hand.
First line of my original post outlines the basic goals and lines of discussion. It would be foolish of me (or anyone) to think I could guess every single possible discussion topic.
I've seen this exact concept in action elsewhere (a much smaller place with far fewer guilds even), and I base my opinion on its usefulness on that prior experience.
For the record, EVERYTHING about a suggestion of this nature will be hypothetical since it's a simple sub-forum and I'm in no position to dictate every last detail. All I am doing is suggesting one possible framework, and providing a list of possible benefits.
At the end of the day, even if you believe it won't be as good as I think it will be, what would the worst possible result be? It's a zero risk endeavor. It takes minimal time/effort to implement, and if it fails to succeed could be just as swiftly taken down.
