Between Guild Chat threads, creating a Guild Website, and the Guild Notebox I see no reason for this. If you want to send a message to all your guildies and all three of those systems are too full I would suggest having better guild management before having Paul remanage the private message system. Being a guild-only thing would be more or less be impossible to abuse but it is really just overkill and a waste of time IMO.

Use the guild note box / Guild chat / Guild Irc.

& if your members are too lazy to check those places for important guild information then they don't deserve to be in your guild.
