is x=2 a local maximum/minimum or does it only count as a maximum/minimum if it changes direction?

I'm thinking that x=2 is neither a local maximum, or a minimum. it is a point of inflection. am I right?

if f[x - epsilon] <= f[x] >= f[x+epsilon] and they're in the domain, then it's a max. similar to min.
