In poor rural areas especially, the war on drugs has been used as a means for officials to criminalize young black Americans. This has become an extremely controversial topic as of late but there are many statistics that suggest that black Americans are being underrepresented in court juries because many of them have been incarcerated as part of the war on drugs. Along with problems of this nature, the war on drugs has also inevitably resulted in increased crime associated with drug use. The war on drugs in fact has never had the primary goal of reducing drug addiction; it has never tried to mobilize doctors and public health workers to reduce addiction to illegal drugs. In some aspects, the war on drugs has increased problems with drug usage. For example, the war on drugs strongly disapproved of methadone maintenance -- by far the most effective treatment for heroin addiction.
