definitely not german but rather dutch or afrikaaner (though both are originally low german dialects), i'd say it says:

Hi Chris Simmons,
I want to annul/cancel my order # 134424006, posted on Apr 09 2014.
I apologize for the inconvenience and hope to hear something back from you.
