This is review homework so Im missing something lol

Answer is 3x-2y-1

you make a typo in the answer? that's an expression, not a relationship.

not entirely sure i understood the question, but since you have 2 points you just need to connect them via a line segment, then (x,y) is the midpoint. x = (-2+4) / 2 and y = (3 + -1) / 2

ok so that's a line. that makes more sense now. so basically it wants all points (x,y) that are equadistant. which means you want a line that's perpendicular to the given line, and intersects at the midpoint. from my above post you know the midpoint is (1,1). and you know the slope of the given line (-6/4). so the slope of a line perpendicular is 4/6 = 2/3. so just put that in whatever form you like, i recommend point slope form since it's easiest:

y - 1 = 2/3 (x - 1)
