Hey there, I'vebeen working on this article for a while now and I've had some issues trying to explain why it was even made.
I'm not native at all so any clear explanation would be apreciated

I have to do a commentary on this one, and since it is 2nd year political program, it should be quite simple to comment on.

The way we gotta do it is by paragraphs so basically:
1st is just an introduction to the subject
2nd is the explanation of the problem
3rd and 4th are the author's thoughts (?)
5th is the CLEAR explanation from the author, he's rebuting arguments of the whole above.
6th is same than 5th
7th till the end is pretty much a global summary about politics I guess...

I can't really understand what I gotta do, this whole House of Lords and House of Commons i've been studying for a year now becomes a problem.

Few questions I gotta ask:
- Why did the author make the article? I believe it is because of the Bill..
- If it is because of the Bill, I believe some politicians want to change the way people are elected in the House of Lords (e.g 300 people instead of 800, elected for 15-year term)?
- What can we say about the 3rd till 6th paragraph? Cannot really find a way to explain anything there.
- Is there any strong point in the article? I think the author wants to explain the main problems such as the way people in those Chambers are elected and he looks like he agrees with Nick Clegg's Bill replacement?
