The null hypothesis would be something along the lines of: "The average salary for women working in the restaurant sector is equal to or less than $14.70.
The alternative hypothesis would be something along the lines of: "The average salary for women working in the restaurant sector is greater than $14.70.

Combined you want them to cover all possible outcomes. But you don't want any overlap between them.
