Do it by cases:

Case 1:
set M = True
( M v ~M) evaluates to True

Case 2:
set M = False
( M v ~M) evaluates to True

So ( M v ~M) ALWAYS evaluates to True.

Therefore the if statement will always return F.

you got your answer, so just one comment/suggestion:

it's "basic logic" what you are asking for, doesn't need a philosophy expert
next time you have a question in that subject area don't deter people who can answer it by making it sound too difficult
