Explain in terms of bonding why the oxides of the period 3 elements can be basic acidic or neutral.

Elements are; sodium, magnesium, aluminum, silicon, carbon(exception, period 2 element), phosphorus, sulfur, chlorine. All of these elements are reacted with oxygen to form oxides and these are then reaction with water.
