I'm gonna go ahead and assume px is actually p(x), which is a parabola described by the expression he's written

The lowest point is the vertex on this parabola. That's due to the concavity of the function (note how it's a U rather than an upside down U).

Your discriminant is correct.
p prime of x = 2x - 34,
setting p prime to 0, x = 17, so I'm gonna guess your vertex is right as well.

perhaps it is P(x) = x^2 - 34x + 3007
but yeah, your right, that is only guessing...
