So I'm supposed to be teaching and solving through Pre-Algebra for my cousin (basically tutoring her) so she gets a good run-down before school, but I don't know what to use. It can't be online, and I really don't want to spend $100 on a textbook for it. Are there any other alternatives?

depending on how old you are, go to your old high school if you recently graduated and ask your teachers if you could borrow a book. i'm sure there's summer school going on so they're open and they won't need as many books as during the school year

I have to say thank you guys so much for mentioning this website. I am actually going to back to school and try to get things going good in life. Tried a bunch of sites to only be let down by needing money and lessons with no worksheets and giving up. This site is the real deal and I thank you guys! Already went though 3 hours of math lessons!

There are lots of pre-algebra workbooks (not textbooks) on amazon for less than $10 used.
