While I have no idea what the purpose of this is for, it seems like a bad idea to source a website that is based on open opinion (on a small scale, no doubt). I sincerely hope this is some piece of commentary in an introduction, because this would be a bad idea for academic purposes. I could add several fictional names to the list before you submit it.
This ranking of dictators was initiated by somebody without an identity, and the results are from random people on the internet. There is no date when it was constructed on the website.
