Hello, i was confused how to know when to use the chebyshev's theorem or when to use the empirical theorem.

chebyshev's theorem can be applied to any distribution
empirical can only be applied to data that approximates a symmetrical bell-shaped distribution (i.e. a normal distribution)

yes, but remember chebyshev's doesn't apply if it's <1 standard deviation from the mean
