With regards to your bill thing. I heard that as long as the number on the bill is visible the bill is legible.

Edit: Look at Kah4Prez's sig with the dollar bill you can see the unique number it has in the middle. As long as it has that the bill is usable.

technically. (1/3) * 3 = .99999999999 in decimal.

in fractions (1/3) * 3 = 1 because (3/3) is the same as 3 divided by 3 which equals one.

So it depends on what form you are using.

That's actually a good question.
Reminds me of an old riddle I heard:

I mean although your logic makes sense, it just doesn't work if you think about it. 2/3 simply does not equal 1, despite it's equivalency and legitimacy to use as a $1 bill.

What is the difference between 0.999... and 1?
If it was 0.99 then the difference would be 0.01, if it was 0.99999 then the difference would be 0.00001, but if it is 0.999... then the difference must be 0.000... 1 of which case the 1 never occurs after an infinite number of 0's so there is 0 difference between 0.999... and 1 which means they both must be the same number.
