Here is all the proof you need to say that 0.9999 recurring is 1:

1/3 = 0.3333 etc.
0.3333 etc X3 = 0.9999 etc.
0.9999 etc. X 10 = 9.9999 etc.
9.9999 etc. - (9.9999 etc. / 10)
= 9.9999 etc. - 0.99999 etc.
= 9
9 / 9 = 1

Therefore, 0.99999 etc. = 1
