in the end it depends on the willingness and capacity of the individuum to learn

personally have nothing against community colleges, but i do not have any real experience with those
since i grew up in a system where there is no need for community colleges since education (including tertiary education) is considered a right for everybody and therefor tuition free
the only restrictions are that for some subjects you need good enough marks from high school but even that can be overcome by a waiting period if someone is desperate to study that subject

im not 100% sure what ur pic is trying to show. from the naked eye it seems that its trying to show that the right edge of the smallest circle (the one in the bottom left corner) crosses the center of the 2nd largest triangle (the circle with a center that is the circumcenter of the triangle) but thats not possible given their position and lack of congruent radii. maybe thats not what you were trying to show from the lines but ill check it out more in depth a bit later

No, the opposite of what you think I tried to show.
There is a red dot ; it doesn't touch the center of the circle.
The green box was just a quick way to find the center of that circle in ms paint
The red and purple lines show a rotated axis, to view the 2 circles in symmetry
I'm pretty sure I have it solved, but I'll let you ponder it
