No only main hand counts for ias,

I use this combo.

Glove side, Greater Talons. Boots side, Feral Claws.

Which means you only need a total of 52 ias combined with mainhand + gear excluding off-hand to reach 9 FPA

Greater talons has a weapon speed of -30. Feral claws has a weapon speed -20. You want the faster claw as your mainhand.

You can also use Runic talons[-30WS] as main hand
And Greater Claws [-20WS] off hand.

But the easiest way is either x2 Greater talons. Or x2 Runic. Because you only need a total of 42 ias with mainhand and gear like gloves, ias jewel in helm etc.

You want the faster claw on the left unless you are going for 'WSM' bug. In that case you want to put the slower claw on the left side, Battle order, and when you switch back to your claws, unequip then immediately re-equip your mainhand causing your offhand to now become the mainhand resulting in a higher breakpoint.
