I have a pvp Smiter who currently has:
37 Ias Grief Phase Blade
Shako
Verdungos
Upped Hoz
Raven
Bk
(Not sure on what other equipment to use)

I don't have enough to get an Enigma or E Bugged Exile

In conclusion I need to know the best Gloves/Boots/Armor combo for him without enigma/exile (Like a budget build :DD)

fort is only non tele option(but dumb)

Exile is a shameful shield for pvp smite.
get literally any def nigma

gloves : cb gloves, ik gloves, trangs, bloodfists, dracs
boots: waterwalks
armor: nigma
