Just came back a month ago and haven't dabbled in pvp yet because I was wondering if it makes sense to build a pvp char for ladder or non-ladder. Where is the majority of the east pvp community playing these days?

essentially "pvp-east" is non-ladder
"legit dueling" idk but i get the feeling it's about half ladder and half non-ladder

NL is semi active it depends... some days it's dead n others it's pk pk
