I can vouch that it does. At my old apartment, I hit ~150-200 average ping w/o battleping. With it on, I had a more stable ping in the 90-125 range. It seemed to make a difference in gameplay as well. Yeh, it is kind of annoyin to have to reconnect every 20 min, but 20min is a decent amount of time. Or they have a paid thing that gets rid of the disconnect.
It also will get around any realm down
