They are account bans, and they are non-recoverable. According to ruth1ess@jsp, he claims to have been speaking to one of the managers at Blizzard, and if your account was banned and then was NOT re-instated during the post-ban server check, then your account is permabanned and will never be recoverable. RIP.

/edit, the post-ban server check is meant to double check to make sure there are no false positives.
