As well, Citra, and 3ds I don't understand how to dump cartridges (don't currently have my 3DS either as it was stolen.) I highly doubt this is impossible to do?
That being said say I do get my pokemon Moon cartridge dump, am I able to use online with a Citra emulator? I highly doubt it.

Or, any other method to play pokemon ROMs online, like PokeMMO with the ability to play offline via emulator ect ect....

Afaik you can play online (even if your copy of the Pokemon game isn't authentic) using Citra, which I personally find really weird. Maybe just with other emulator users?
However, with Citra or Emulators in general you're not able to use Pokemon Bank.

With jailbroken 3DS you can actually play in official Pokemon servers even if your copy of the game isn't authentic, as well as use Pokemon Bank & Poketransporter to transfer Pokemon between generations.

Is it possible to obtain dumps that I didn't make myself? I'm sure this is illegal but so is majority of any emulating im assuming.

That being said, finding dumps probably isn't too safe?
