Do you have to be a certain level to trade certain Pokémon or any limitations/in game costs?

no limitation for receiving pokemons.

the only thing is that if the pokemon is too high level and you dont have enough stars rank (the stars you get for progressing in the game) then the high level pokemon you received wont listen to you in battle.

but youll just have to progress w the game and then itll be fine.

yeah. for online trading with link code, you'll need a online membership. its only $19 for a year if i recall correctly.
