Shiny celebi does not exist.
Even if someone made one I doubt it could be traded.

Sorry about the confusion on my end but the (shinys) was referencing to other the "other pokes" part of my request.

Go for it. I had a guy who was able to make them possible to trade by making a legit trainer code/proper move list and worked it that way.
