Can pokemons you hatch from eggs be higher lvl than 20?


/bonus question:

Hydro pump is much better than aqua tail for vaporeon right?

1. Yes, Pokemon stop scaling after 30.
2. Yes, but Vaporeon got nerfed hard.

thought Water Gun went from 7->6. Nope went from 10->6
fire types got a good attack boost now that i looked into it

I read that's only for wild pokemon you catch
