What level can i start seein one? My all time fav pokemon im lvl 15 right now live far away from bigcities ty

you probably wont see one unless you go to a park in a metro area

i found a blastoise at level 12, and couldnt catch it.

when you go to catch them start trying to throw a pokeball before the camera starts to zoom out. they are really close and you have a higher chance of getting better throws with higher catch rates
