So I've looked it up. Some think that XS means your pokemon has a higher atk speed than normal because it is categorized as being smaller than normal.

I've also seen some people say that XL means the pokemon will be stronger if you evolve it....

I have a 11 cp pikachu that is XS.... If i get a higher pikachu in the future (cp wise) which one should i focus on? Do their cp values shoot up when they evolve?

11cp is very low most the lowest it can be. Wait till you find a higher Pikachu in the 200ish range before evolving it

I wonder the same. If a pokemon is XL, like a snorlax or venuzaur etc, does it mean more cp at the end, like more weight for bodyslam etc.

I think you missread the OP.

I also heard base cp does not matter since you can still power it up. Ofc it will take more candy/stardust.

yes

take a xl pokemon to a battle in a gym and see how fast he attacks same as a xs
you can dodge a lot faster with xs and attack faster
however with a xl you attack slower but much more life
hight and weight play a big role on here vs cp and cp cap cost ect it all depends on the pokemon you have.
