Your phone has to be jailbroken or rooted.
My Samsung Galaxy Note 4 is rooted and I tried several of the fake GPS locations and it doesn't work. I just get "failed to detect GPS location".

Walking outside and looking down at your phone isn't safe especially if you live in a sketchy neighborhood. Sure you can walk with a group of people, but you're still a target. If someone came up to you with a real or fake gun, are you going to try to wrestle that out of his hands? Probably not. There already has been several news report in my city where players are being robbed at gun point for their phones, keys, wallets and including car. Some areas the internet isn't stable, so I catch a pokemon and the game freezes. I have no issues when catching a pokemon with my home's wifi.
