an empoleon or any strong steel type pokemon would do me some good

Greninja or Starmie, for instance.

Surfer or any other Water type attack for the fire one
Blizzard or Ice beam (which I prefer) for the dragons
Thunderball or also TM86 (actually dont know its english name) for the water types
And finally some psycho attack for the fourth one

For the champ you can spread through your 4 moves
