Gyarados. Hidden power fire also exists on almost any pokemon.

For us to better help, why do you need it? Ice is possibly better coverage for you than fire.

Ice types you're better off with the likes of Stone Edge, Hammer Arm, or not even worrying about them. As for Grass, Bulky Gyarados is not afraid of taking Grass hits. If still worried about Ice, Keldeo makes light work of them with Secret Sword. Any Speedy water type who learns an ice type attack also removes Grass Threats.

My mono water team,

Azumarill ( sitrus berry) - belly drum/ Aqua jet/ play rough/ brick break
Barbacle ( White herb) - Shell Smash/ Cross Chop/ Razor Shell/ Earthquake
SlowBro ( Left overs )- Toxic/ Icebeam/ Slackoff/ Calm Mind
Rotom-Wash ( choice scarf) - Volt switch/ Thunderbolt/ Trick/ Will-o-wisp
Swampert ( leftovers) - Ice Beam/ Roar/Stealth Rock/ EarthPower
Greninja (life orb) - Grass Knot/ Gunk Shot/Scald/ Hidden Power Electric

I found that i needed some sort of fire move to effectively deal with steel types.

Kill Barbacle for Keldeo. Gives you the same effect without the use of a shell smash and doesn't add a 2x 4x weakness to grass.

Keldeo (Choice Specs) Timid Nature 252 Spatk EV 252 Speed EV 6 HP - Hydro Pump/Secret Sword/Icy Wind/Surf(or Scald if you want that chance to burn)

Kill Slowbro for Cloyster

Cloyster (Focus Sash or King's Rock) Naive Nature 252 Attack EV 252 Speed EV 6 HP - Surf/Rock Blast/Icicle Spear/Shell Smash

You could also go for Suicune as a Bulky Water Pokemon, he's pretty difficult to 0hko, but only valuable moveset on him is rest/talk calm mind and scald, leaving him 100% vulnerable to Water Absorb and Grass types.

If you're worried about entree hazards, you could go for Starmie. Give him Life Orb, Rapid spin, bolt/beam and scald/Hydro Pump.

If you need anymore help feel free to PM me.

There are Legendaries that are in Lower Tiers. Your team would be considered Uber Tier because of Greninja Alone.

ORAS Ubers:
Spoiler
Banned Pokémon:
Pokémon classed as Uber: Aegislash, Arceus, Blaziken, Darkrai, Deoxys-A, Deoxys-N, Dialga, Giratina, Giratina-O, Groudon, Ho-Oh, Kyogre, Kyurem-W, Lugia, Mewtwo, Palkia, Rayquaza, Reshiram, Shaymin-S, Xerneas, Yveltal, Zekrom, Deoxys-S, Deoxys-D, Genesect
Banned Moves: Swagger, Dragon Ascent

List of OU Pokemon:

ORAS OU:
Spoiler
Pokemon: Azumarill, Bisharp, Blissey, Breloom, Chansey, Charizard, Clefable, Conkeldurr, Diggersby, Dragonite, Espeon, Excadrill, Ferrothorn, Garchomp, Gardevoir, Gengar, Gliscor, Gyarados, Heatran, Heracross, Infernape, Keldeo, Landorus, Landorus-T, Latias, Latios, Magnezone, Mamoswine, Mandibuzz, Manectric, Medicham, Mew, Pinsir, Rotom-W, Scizor, Skarmory, Slowbro, Sylveon, Talonflame, Terrakion, Thundurus, Thundurus-T, Togekiss, Tyranitar, Umbreon, Venusaur, Zapdos

Banned Pokémon: Aegislash, Arceus, Blaziken, Darkrai, Deoxys-A, Deoxys-N, Deoxys-S, Deoxys-D Dialga, Genesect, Giratina, Giratina-O, Greninja, Groudon, Ho-Oh, Kyogre, Kyurem-W, Lugia, Mewtwo, Palkia, Rayquaza, Reshiram, Shaymin-S, Xerneas, Yveltal, Zekrom
Banned Items: Soul Dew, Gengarite, Kangaskhanite, Lucarionite, Mawilite, Salamencite
Banned Moves: Swagger
Baton Pass Complex Ban: Two or less users of Baton pass per team.

So Greninja Alone puts your team in tiers with nothing but the strongest of Legendaries. While Keldeo as seen above is OU(OverUsed). Suicune, is in the UnderUsed Tier.

ORAS LU:
Spoiler
Pokemon: Abomasnow, Alomomola, Aromatisse, Azelf, Banette, Celebi, Cobalion, Diancie, Doublade, Druddigon, Dugtrio, Durant, Empoleon, Escavalier, Exploud, Flygon, Gligar, Hitmonchan, Hitmonlee, Hitmontop, Honchkrow, Kabutops, Kingdra, Meloetta, Nidoqueen, Politoed, Porygon2, Raikou, Registeel, Reuniclus, Rotom-H, Sharpedo, Shaymin, Shuckle, Slowking, Smeargle, Starmie, Tornadus, Yanmega,

Banned Pokémon: Gothitelle, Hawlucha, Haxorus, Deoxys-D, Kyurem, Tornadus-T, Heracross, Krookodile
Banned Items: Houndoominite, Altarianite, Diancite, Lopunnite, Galladite

As seen in Little Used Tier, there are several Legendary Pokemon in the tier.

Being Legendary sadly does not make them good anymore. So don't feel bad or hesitant to use Keldeo in your current team.

Again, if you need anymore help or just are set on not using legendaries regardless of Tiers, I can gladly find you a substitute for Keldeo(but off top of my head nothing can do what you're looking for a pokemon for better than him. Certainly not Octilery. )
