Like do you mean use a action replay? If so then yes. You can NOT use a action replay on 3ds

What about imported pokemon from ds?

They have to pass a legit checker, you wont find crazy hacks on the game. this gen is much better than previous gens.

As previously stated, you won't find any superhacked pokémons (Having abilities/moves that the pokemon cannot legally have or learn) or such.
There are however alot of people that generate pokémons in white/white2, make them "legal" and transfer them over. But you wouldn't be able to pick them out of a normal pokémon since it's exactly the same as if you would breed them yourself, they just use it to make them shiny / teach them eggmoves that would otherwise be annoying to get.
